Meet Cottonball ACCT-A-209477! Cottonball is a an 8-month-old male who came in as an owner surrender on 1/19 due to his behavior. This is unfortunately Cottonball’s third time at the shelter. He was here back in December of 2024 as a stray and went to an offsite adoption center where he was adopted. He was then returned a few days later and went back to the offsite adoption center. Cottonball was adopted again and was unfortunately returned on 1/19/25 due to his behavior and biting the adopter.
Behavior Notes:
1/20 BEHAVIOR EVALUATION:
KNOWN HISTORY: Owned, returned due to bites in the home + not getting along with resident cat
KENNEL PRESENTATION: Cottonball was in a sidebank when approaching (was moved to a double kennel afterwards). In his sidebank he was wiggly and and trying to bust out. He was difficult to leash due to this, but likely would be easier in a kennel with more space.
LEASH SKILLS: Pulls moderately
HANDLING : In the room Cottonball was very wiggly and playful! He was social with both of us but lacks manners and boundaries, getting mouthy and jumpy. He allowed all over handling and would lean in and solicit often. He did not have any handling sensitivities while out. He was very playful and sweet with us, but would benefit from training and lots of exercise!
PLAY: Engaged in play, very mouthy and playful! Lacks training and boundaries.
TOYS: Trades easily
Per adopter 1/19/25: “He has a lot of energy, loves treats and toys, he does not get along with cats as he bit my cat. He has bitten me a few times, and the dog trainer. High energy, pulls a lot on leash. Friendly with strangers, friendly and likes to play with dogs.”
Per offsite adoption center 1/4/2025: “Cotton Ball was great in his crate upon being return to us, used the bathroom twice on our walk this morning, responds well to redirection with treats. Knows sit, lay down!”
Per owner 1/2/25: “Very energetic, high energy, loving. High energy, pulls on leash. Puppy needs training. Small nip no blood on my 4 yr old son very excited after coming in from a walk. Very friendly with strangers, very hyper and may push over children, very hyper with dogs.”

KENNEL PRESENTATION: Cotton Ball was in a side bank laying down and stood up with a wagging tail and soft eyes. He was easy to slash and came right out once secured.
LEASH SKILLS: Pulls minimally – fearful and needed to be carried
HANDLING: In the room, Cotton Ball was full of energy and is just the definition of a puppy. He is wild and rowdy and cannot sit still. He eats everything in his sights , is super playful and rambunctious. He does not care about personal space and will run into you, on you, and around you. He is gentle though and can be calm and sane although it can be short lived as he wants to be cuddled and played with. He does get a bit mouthy with play but nothing concerning.

Medical History:
Per an exam on 1/19: Cottonball was found to be in good general health.
Per an exam on 1/2: Cottonball was found to be in good general health and was noted to be “bright, alert, responsive, very friendly and likes treats.”

The Animal Care & Control Team of Philadelphia (ACCT Philly) is the region’s largest animal care and control service provider. ACCT Philly is an independent, 501c3 nonprofit organization, contracted by the City of Philadelphia to provide animal control services. Our animal control officers provide service over 142.6 square miles to the city’s more than 1.5 million residents and ACCT Philly’s facility in North Philadelphia handles more than 17,000 of the city’s animals, from dogs and cats, to small animals, reptiles, birds and wildlife, annually.
